The Barcelona City Council passed the expanded rental price index on 7 July 2026. It applies to new leases in 14 districts including Eixample, Gràcia and parts of Sants-Montjuïc. The change affects tenants signing contracts after 1 September and landlords who own properties in those zones.
City records show average rents in regulated areas rose 9 percent between 2023 and 2025. The council tied the expansion to its 2026-2029 Housing Action Plan, which sets targets for keeping rents below 30 percent of median household income. The plan draws on data from the Catalan rental registry covering 320,000 contracts.
Residents in Eixample will see the index cap one-bedroom units at 1,050 euros monthly. In Gràcia the same cap applies to flats under 60 square metres. Families in Sants-Montjuïc gain access to the registry when renewing leases, which previously fell outside the system. Workers commuting from these neighbourhoods to the port or the 22@ district can now budget with the published ceilings rather than negotiating each time.
The 2026 municipal budget allocates 47 million euros to the housing office for enforcement and tenant advice services. Officials expect 12,000 new contracts to fall under the index in the first year. The government projects the measure will cover an additional 38,000 residents by the end of 2027.
Implementation begins with publication of street-level maps on the city website next week. Landlords must register contracts through the existing portal or face fines listed in the ordinance. Tenants can request reviews through district offices starting 15 August. The council will publish a first compliance report in January 2027.
