Origins in Successive Neighbourhood Plans

The third Neighbourhood Plan covering 2025 to 2028 allocates €300 million for 315 projects across 27 neighborhoods to reduce inequalities, benefiting nearly 440,000 people. This framework builds directly on prior plans that targeted specific districts, including the Neighbourhood Plan for Nou Barris and Horta-Guinardó, which is launching nearly 200 projects in mountain areas with €43 million allocated for Nou Barris and €11 million for El Carmel and Can Baró.

Targeted Housing Delivery in Named Districts

Three new cohousing developments in Poblenou and La Bordeta are underway, delivering 96 affordable social housing units where residents pay 40 percent less than market rent. These additions form part of the broader pattern of projects tied to the Neighbourhood Plan, focusing on public and social housing within established city boundaries such as Sant Martí and Bon Pastor.

Scale of Current Allocations

The verified commitments include 3,360 homes in the Prim area project, 1,500 homes in the Mercedes eco-district and 96 units from the cohousing schemes.
